1861 - Chief Justice Roger Taney, sitting as a federal circuit court judge in Baltimore, ruled that U.S. President Abraham Lincoln lacked the authority to suspend the writ of habeas corpus. Lincoln disregarded the ruling.

1916 - U.S. President Woodrow Wilson made a speech at the Leauge to Enforce Peace meeting in Washington, DC. He said that the U.S. would be willing to join in an organization that would ensure the freedom of the seas, protect all small countries from aggression and stop wars begun in violation of treaties. Former U.S. President Taft was the president of the league.

1935 - The U.S. Supreme Court declared that U.S. President Franklin Roosevelt's National Industrial Recovery Act was unconstitutional. (Schechter Poultry Corp. v United States)

1941 - U.S. President Roosevelt proclaimed an "unlimited national emergency" amid rising world tension.

1967 - The U.S. Navy aircraft carrier USS John F. Kennedy was christened by Jaqueline Kennedy.

1986 - U.S. President Ronald Reagan ordered two Poseidon-class submarines be dismantled.

1997 - The U.S. Supreme Court ruled that the sexual harassment suit filed by Paula Jones could continue while President Clinton was in office.
