At the time he was a candidate for U.S. vice-president. 1981 - The Reagan administration announced its plans for what became known as Radio Marti. 2004 - Iraqi Prime Minister Ayad Allawi gave a speech to a joint session of the U.S. Congress. Afterward, U.S. President George W. Bush and Allawi gave a joint news conference.
