The act allotted $340 million for flood control in the West and Midwest United States. 1940 - British Prime Minister Winston Churchill sent a note to U.S. President Franklin D. Roosevelt requesting eventual participation in the war against Germany. 1970 - U.S. President Nixon nominated America's first two female generals. 1972 - In Laurel, MD, Alabama Gov. George C. Wallace was shot by Arthur Bremer while campaigning for the U.S. presidency. Wallace was paralyzed by the shot. 1991 - U.S. President Bush took Queen Elizabeth to an Oakland A's-Baltimore Oriole game.
