1939 - In Washington, DC, U.S. President Franklin D. Roosevelt met with Nicaraguan President Anastasio Somoza. Federal employees were let out of work early to see the parade in which the two men rode together.
1961 - U.S. President John F. Kennedy signed the Fair Labor Standards Act. The act raised the minimum wage to $1.15 in September.
